We analyse each case in detail, focusing on interactions between hazards and the effectiveness of adaptation measures. Our aim is to provide insights that can inform decision-making processes. By understanding what adaptation measures worked well in specific conditions and which ones did not, we hope to assist pilots in making informed choices. For example, after a flood, City A constructed flood-resistant buildings on stilts, but when an earthquake hit ten years later, this measure proved ineffective.
